Status: Rejected
Change Description: no spec change
Rationale: The first scenario won't happen; wrap=hard is defined as happening
at the cols="" width not the submitter screen width. The second scenario will
occur regardless of whether the line breaks are inserted on the client or on
the server (as they are with Bugzilla).
