In "HTML: The Markup Language" the current definition of alt reads:
alt = any value
The fallback content for the image.

Per working group decision alt is not "fallback". The new definition reads:
"The image given by the src attribute is the embedded content; the value of the
alt attribute provides equivalent content for those who cannot process images
or who have image loading disabled."
