Bug and pushback is related to specific link types, but the issue is that any
element that forms a "hyperlink" see

So the focus management section, instead of saying "a and area are focusable"
should say "link, a, and area are focusable when they create a hyperlink as
described in 4.12.4 Link types

priority but hopefully can be addressed just with the bug triage subteam and
Cynthia.
