[Bug 10921] put back direct link to the W3C version of the canvas 2d context spec

Status: Rejected
Change Description: no spec change
Rationale: The link to the WHATWG wiki is only temporary until we find a better
solution for registering these relations. In the meantime, the WG decided to
drop the 2D Canvas section from the HTMLWG spec, and I've no interest in
revisiting that subject.
