Ah yes, I see. It's necessary to have these as multiple different
tracks so they can be controlled independently.

The navigation is a bit of a mixed bag. You will want both: semantic
navigation markers developed during the production and also less
content pre-authored navigation such as a set of hyperlinks that point
to specific offsets in the video and have a hint on what to find
there.
