I had an action item to do a cross-comparison of the accessible media requirements with the JTC1 Special Working Group on Accessibility "Accessibility considerations for people with disabilities. Part I: User Needs Summary." Here is the primary documents page for the JTC1 SWG: http://www.jtc1access.org/ If you select "ISO/IEC TR 29138 Parts 1-3 (publicly available)" it will take you to this page http://www.jtc1access.org/TR29138.htm from which you can select the first document, Part I: User Needs Summary. You'll need to read through and acknowledge the license page, but note that the specification is publicly available (= free). I have found a cross-comparison difficult because the taxonomies of user requirements are so different between these two documents (JTC1 SWG's user requirements list on the one hand, and the HTML A11Y Media sub-group's user requirements list on the other hand). In addition, our list already to go into considerably more depth with regard to media accessibility).
