Then I wonder if the best plan is to mark this bug with WONTFIX and TrackerRequest so that it becomes a pre-LC Issue for which the TF's change proposal might be considered?

I think we are slowly getting to the stage where it is possible to write a proposal for a solution. The 8th December will be too early to have had an agreement within the TF though.
