[css-houdini-drafts] [css-layout-api] [Exposed] is not valid on dictionaries and enums (#836)

heycam has just created a new issue for https://github.com/w3c/css-houdini-drafts:

== [css-layout-api] [Exposed] is not valid on dictionaries and enums ==
https://drafts.css-houdini.org/css-layout-api/#registering-layout

The `[Exposed=LayoutWorklet]` should be dropped from the dictionary and enums. It's not allowed there since those constructs have no author visible effect on a global.
