Another relevant factoid: XHTML 2, again in developement, does permit xml:base. http://www.w3.org/TR/xhtml2/mod-hyperAttributes.html#adef_hyperAttributes_xml:base and no longer supports a base element: http://www.w3.org/TR/xhtml2/elements.html While the current GRDDL spec is not, and should not be, designed with working with XHTML2 as a goal - a wording change that reduces ability to work with XHTML2 seems undesirable.
