So resolved #htmlbase1 and #htmlbase3 are approved with the current
output files in the test directory. Since the input/output files for the
other tests are not modified, they don't need re-approval.  

Note, however that in particular the #htmlbase and #xmlbase tests will
need appropriate text demonstrating some of the rational behind the
thread on #xmlbase which has been 'discussed to death'.
