Proposal to accept #xmlbase[1234] (was #xmlbase [1234])

I PROPOSE that we accept tests #xmlbase1, #xmlbase2, #xmlbase3, and
#xmlbase4 based upon the current versions of the test artifacts (NOT the
"old version" as described above).
