Let's concentrate on the first two.
The one with a base element, as the base element set to

Hence, when looked at in a browser the transform whichdir.xsl points to

http://www.w3.org/2001/sw/grddl-wg/td/whichdir.xsl

Similarly, when looking at either

http://www.w3.org/2001/sw/grddl-wg/td/xhtmlWithoutBaseElement
or
http://www.w3.org/2001/sw/grddl-wg/td/base/xhtmlWithoutBaseElement
in a browser, the target of the <a> element is

I think that GRDDL has to follow HTML here, and resolve the href in the 
same way as HTML, so that


http://www.w3.org/2001/sw/grddl-wg/td/whichdir.xsl
is a transformation of
http://www.w3.org/2001/sw/grddl-wg/td/base/xhtmlWithBaseElement

and


http://www.w3.org/2001/sw/grddl-wg/td/base/whichdir.xsl
