The editor's drafts all point to each other, which is fine,
but when we publish the primer, it shouldn't cite
the WG-internal spec; it should cite the one published
on /TR/.
Wow... odd... /TR/ cites the the April 2004 as current,
but when you go there and follow the "latest version"
link, you get...

Umm... I guess there's no real good answer for what to cite
until we actually publish the GRDDL spec as a product
of this WG. I guess the main thing is to make
sure this "latest version" URI is in there somewhere...
