WebGPU/WGSL meetings will transition to be Working Group meetings

Hey all,

As we will try to get WebGPU and WGSL to Candidate Recommendation status,
we'll transition meetings to be held inside the "GPU for the Web" *Working
Group* <https://www.w3.org/groups/wg/gpu/> (WG) to benefit from stronger IP
commitments (though don't ask me to explain in what way they are stronger
^^).

Previously most meetings were held under the "GPU for the Web" *Community
Group* (CG) which meant that basically anyone could contribute to the
discussion. With the WG, you must be a registered participant
<https://www.w3.org/groups/wg/gpu/participants/> to be able to actively
contribute to the design of the specification. So if you plan on
participating, please register as a participant
<https://www.w3.org/groups/wg/gpu/participants/> (which should be simple if
your company is a member company, otherwise there is an invited expert flow
but it's more involved).
