Hey Doug,

Just to add to what Dzmitry said from the Dawn/NXT side of things. We
support some non-conformant form of WebGPU on OpenGL 4.5 at the moment and
have ideas of how that could be extended to OpenGL ES 3.1 with more
restrictions. That said it's not in our medium-term priorities at this time
because we are first trying to make WebGPU work on first-class targets.
Support for OpenGL ES 3.1 will require both an implementation of a backend
for Dawn (esp. wgpu) and then integration in Chromium (resp. Firefox), both
of which are large chunks of work.

Chromium will have support for running WebGPU with Swiftshader (a Vulkan
software rasterizer) eventually so that might be another path if you're
mostly interested in trying the API. Swiftshader doesn't support ARM64 yet
though.
