Charter ready to be frozen

Hi all,

I've pushed some updates to the Community Group Charter. I now think it is ready to be accepted formally.

There are no open issues at this time. The recent changes were clarifying the decision making process, and enumerating the list of initial Committers (basically the people who worked on the initial group proposal).

I'd appreciate any feedback (raise an issue on github - https://github.com/gpuweb/admin/issues), otherwise I'll remove the [DRAFT] text in a few days.

There is one closed issue that I'd also like to see some feedback on: https://github.com/gpuweb/admin/issues/11

I want to make it clear that any software we produce in the group is under the W3C Software License, but Ken from Google worries that it might clash with the Out of Scope section in the charter. If you have thoughts, please let me/us know.
