A new version may be created (e.g. at URI-2) as a derivation of the old version but it does not change that version (e.g. at URI-1). Depends on your perspective. Therefore, I think it is going to be useful to talk in more detail about the various mental and practical models that versioning is trying to cover. I do agree with you that Phil's second sentence should not be included. Makx.
