Open data that is available on the public Web, ideally with an associated Open License, is 'open data'.

Good observation about the Open Data Directory initiative.   It *started* as a deliverable of the Government Linked Data Working Group that lists product companies, service providers and research projects involved with Linked Open Data however, there is no reason to limit it to that.  It is in the next phase of its life as a Community Group and is very likely to mature.

Yes, there will be overlapping initiatives no doubt but I consider that a feature and not a bug!  Ideally, each site that you mentioned (an others) may have different and possibly complementary information that can be linked using Linked Data techniques!  I would suggest that data.gov is truly a catalog of data sets and that is quite different than the Open Data Directory, but again, both will evolve over time.
