RE: dcat diff, please review

Maybe the group wants to consider my earlier message

which contains a proposal for resolution of an editorial issue. Although
it concerned a remark on ADMS, the same comment could be made for DCAT.

When we agreed [1] to publish dcat's second last call, we included 24
hours review of a diff by the WG.  It took a while to get things ready,
but here's that diff:

If you see editorial errors, please report them and we'll fix them for
the following release.  If you see a show stopper, something that means
we really shouldn't release the document, you'll need to speak up by
this time tomorrow.
