Proposed Enhancements to SKOS for Statistical Classifications

As promised during the telecon today, I have attached a short paper on some extensions to SKOS that were proposed at a meeting in Germany on statistics and LOD last week.  This meeting was about using the Data Documentation Initiative (DDI), a statistical metadata spec, and Linked Open Data together..  Richard Cyganiak also participated.
