[QB] Implementation report

I would like report a Data Cube implementation.

This report covers data on Bathing Water Quality as published by the 
Environment Agency for England and Wales 
(http://environment.data.gov.uk). The test sample is a data cube of 
annual compliance, which is one of several data cubes published in this 
dataset.

The dataset does not currently use any optional properties. However, in 
one of the published data cubes we currently use qb:Slice to represent 
collections of the latest measurement available for each Bathing Water. 
Following the working group's resolution of ISSUE-33 then, were we to 
republish that dataset, we would need to use the qb:ObservationGroup and 
qb:observationGroup terms for this purpose.
