While the ORG ontology being developed by the GLD working group can
serve as a basis for modelling such things, it is not itself intended to
describe particular organizational structures such as the US government
structure.
It is a generic onotology for organizations which can be used to create
specialist vocabularies and instance data to describe particular
organizations and organizational structures.
As an example of how this can be done you may wish to look at the
"Central Government" Ontology for the UK [1]. This builds upon ORG and
provides terms for the structure of the UK Government including various
notions of committee, the Civil Service and so on. This is then used to
publish information on each UK central government organization (and
various "arms length bodies") as so called "organograms" [2].
