Hi Doug, Sure. I think that delaying the event to make sure that the data is fresh complies with what's currently written, but it makes sense to state this explicitly. Perhaps we could go further and say something like 'When a new listener registers for the event, implementations should fire the event as soon as sufficiently fresh data is available'.
