[web-animations] ACPU

I'm Animation CPU author

I thinking about browser core implementation of ACPU. I done discovery
WebKit sources, unhappy about code base. I think Mozilla core must be
better, but found web-animations now. Maybe I can help with my big
animation experience. Also I was developed ACPUL, that much be better than
CSS/JS for animations, etc.
