It was discussed on a call a few weeks ago (http://www.w3.org/2012/01/23-fx-minutes.html), and the conclusion was to invite wider feedback from the css community, which was ACTION-65 (https://www.w3.org/Graphics/fx/track/actions/65).

The action following that, is ACTION-66 (https://www.w3.org/Graphics/fx/track/actions/66) - to create an specification draft based on the proposal, you're more than welcome to take over that action.

http://dev.w3.org/csswg/css3-transforms/#svg-transform seems pretty clear to me, but I note that there are many other open issues that need further discussion, any particular one you were interested in?
I'll send out an agenda for the Feb 13 call this week, I'll make sure these topics are included.
