XF11 test suite updates

Hi,

The following updates are made to the XF11 test suite:

-          Changed all the incorrect xml  encodings (non-existing ASCII ) of the test cases to UTF-8

-          Removed tests 7.11.2.b, 4.5.3.a and 10.14.c

-          Removed xforms-link-error from 4.7.a, 8.2.1.a, 8.2.1.c, 8.2.2.a, 8.2.2.c, 8.2.3.c
