Moving the discussion forward

Hey gang -
I'm at kind of a loss.  I'd like to move the discussion on fixing appcache
forward.  I'm not sure if I should just post proposals here; in the HTML WG
(Maciej started the conversation [1] about evolving appcache there, but the
decision of where to do that seems kind of stalled on some kind of poll or
something), or (stated preference of Hixie, of course) in the WHATWG.

I've been digging through the appcache processes, trying to deeply
understand them, and I would like to start drilling down on some of the
usability problems.  Where are we driving this?
