I agree with your statement and and I think listing the two steps makes a lot of sense (see [1]).

Hi,

In section 4.2, it says:
Canonical EXI processors MUST follow a two step process for selecting the one valid event(-code).

I think, by "two steps", it means section 4.2.1 and 4.2.2.

But it may not be clear enough.
