The following is a resolution to an issue raised by Frederick
Giasson [5] with regard to the "OWL DL prune" of the SKOS
specification.
The changes described herein will shortly become visible in
the RDF representation [1] and recorded in the SKOS Errata note
[12].

DISCUSSION
-- Section C.3 of the SKOS Reference [2] says that the
informative (non-normative) OWL 1 DL Sub-set should be
cited with [3], which redirects to [4].
-- The issue was originally posted on the public-esw-thes
list on 23 November 2010 on behalf of Frederick Giasson [5], who
argued that because the formal representation of the "DL prune"
of SKOS [6] had no version IRI, it was (fixably) breaking a
rule specified in the 2009 OWL2 recommendation [7]:
If an ontology has an ontology IRI but no version IRI,
then a different ontology with the same ontology IRI
but no version IRI /SHOULD NOT/ exist.
-- A resolution was proposed on 23 November [8] and finalized on
4 February 2011 on the basis of support by Mike Bergman [9],
Rinke Hoekstra [10], and Uli Sattler [11], with no negative
opinions or counter-proposals noted.
-- This resolution represents a "clarification" of a
"non-normative" part of the SKOS Reference recommendation.
The resolved change will positively enhance the usability
of the OWL DL representation of SKOS without negatively
affecting the conformance of documents or software.
-- The substance of this resolution will be recorded in
the SKOS Errata note [12].
