Hi, may be you can see TemaTres Open Source vocabulary server for manage 
controlled vocabularies, taxonomies and thesaurus. You can export your 
vocabulary to Zthes, Skos, TopicMap, etc.
Since 1.x version TemaTres have web services protocol.
