Right. The ISO model in CD 25964 does provide for concepts having unique 
IDs, which can be URIs, but it is designed at the moment just for 
single, self-contained thesauri, which may be mono- or multi-lingual.

The whole issue of merging and mapping disparate thesauri brings in many 
additional complications that that the ISO model does not yet address, 
but which are discussed in BS 8723-4:2007. SKOS does not yet cover some 
of these, such as one-to-many mappings. We shall have to consider such 
issues when working on Part 2 of ISO 25964 next year.

(I don't want to jump the gun on this, but as the issue has arisen on a 
project I am currently working on, I'd just like to reiterate the need 
for SKOS to provide for an "overlapping" match type for mapping, in 
addition to the existing "broader", "narrower" and "exact" matches.)
