Sometimes structured vocabularies contain a special kind of concept that is meant to handle "everything else" in a category, as the default case. Example: "household pet" might have narrower concepts "dog", "cat", and "other household pet". So if I am indexing an article called "How to feed a pet snake", I will want to use the "other household pet" concept, because I want this article to fit into the "household pet" structured vocabulary, but it is not about dogs or about cats. Have you thought about the logic of such default concepts?
