Yes, Stuart has correctly interpreted the text on the wiki, which became 
somewhat cryptic when removed from the summary of progress.

The use case

is that "Having found a credential it should be possible to identify 
what is required to renew or maintain the validity of that credential." 
We have partially addressed this by allowing someone to provide the 
length of time for which a credential is valid, but there remains no way 
to say what then needs to be done in that period in order to renew the 
credential and maintain its validity.

I have clarified this on the wiki page.

This is arguably closer to an unmet use case than an issue with how we 
met the use case, but either way what I am suggesting is that we leave 
it so, at least for the first submission to schema.org. If it turns out 
to be a significant shortcoming we can add something later.

One reason for leaving it so it that it is likely to raise similar 
issues as came up when we discussed requirements other than competencies 
required to be eligible for a credential[1]
