I talked to Brent yesterday about the process for this update and what's expected. Thank you for initiating this. I'm adding the public EOWG archive list for future reference.

It would be great if you can take the lead on this, and I will support you as the previous primary editor of this resource.

What I think Shawn means is to better align this guidance on how to select the right tools for you with the tools list. In particular the "features of evaluation tools" listed on the selecting tools page does not fully match the tools list anymore since the previous update.

In addition, I think this resource needs a lot of cutting down (that previous editor seems to be a very wordy person!). A tricky issues is that it is supposed to address people who are completely new to web accessibility and expect a magical tool that will immediately solve every problem in the universe, and more advanced readers who want to understand the different types of tools and how they could use them.

There is a very brief "requirements analysis" from eons ago:

I think it may be a good first step to rethink the objectives, key audiences, and key messages of the document in a new requirements analysis. You could simply start an EOWG wiki page for it if you're comfortable with that. Here some requirements analyses to follow:
