Hi All, Yesterday during SMERST 2013 [1] we had a very brief BOF session about what this working group should do. Today I've sat down with Tomi to look at the original 'charter' as published on the homepage [2] and discussed with him how to go from there. We used the topics of this conference as input to this email. The conference was organized by the Disaster 2.0 project [3]. One of the work items in this project is to collect existing vocabularies and ontology's in the emergency / disaster domain. Shuangyan Lui did a presentation about this work item, our proposal is to use the contents of this work package as input for this working group when Disaster 2.0 ends in August. This work also looked at the overlap with very general widespread vocabularies / ontology's to prevent reinvention of the wheel. This is specifically important to make use of existing data in the government domain. Further a more generic comment by various people was the lack of a controlled vocabulary with terminology used by emergency and disaster organizations. Our proposal would be to write a best practice in how to publish terminology's. We as a group could take existing initiatives like MOAC [4] and HXL[5] and harmonize their specifications for better interoperability. One of the current issues is that various terminology sets do not work together well because some are in SKOS [6] and other formal in RDF and OWL. The community group could reach out to owners of terminology lists and help them in publishing these lists in a portable manner e.g. the United Nations. We also briefly discussed a platform for hosting a controlled vocabulary in this domain, but that is clearly outside the scope of a Community group. We could however advice relief organization on how to procure such a platform. The availability of existing datasets with information about developement etc. need to be made more discoverable as well, this is where a controlled terminology would certainly help.
