It's pick on Jeanne day I see :-) With Owen's tireless assistance I tried very hard to come up with an XHTML 1.0 + XLINK wrapper for StratML which "just works".  Can't claim complete success, however, there were no insurmountable barriers to either local machine validation or validation without going outside the dot gov domain. I posted the actual schema (instead of a PDF) [1]. There are copious notes in the schema which I hope will answer practical questions. 1. HTML and (XHTML) have a standard set of Character Entities. XML files might fail if the entities are not available. This is a big issue with JATS which has hundreds of special characters. For Government work, I added the usual control entities (&,>,< etc.) and some others (section, paragraph, copyright, trademark, etc.). The syntax for any entities required is the same. 2. The schema imports several namespaces, including PII, XLINK and XML.
