It's pick on Jeanne day I see :-)

With Owen's tireless assistance I tried very hard to come up with an XHTML 1.0 + XLINK wrapper for StratML which "just works".   Can't claim complete success, however, there were no insurmountable barriers to either local machine validation or validation without going outside the dot gov domain.  I posted the actual schema (instead of a PDF) [1].  There are copious notes in the schema which I hope will answer practical questions.

1. HTML and (XHTML) have a standard set of Character Entities.  XML files might fail if the entities are not available.  This is a big issue with JATS which has hundreds of special characters.  For Government work, I added the usual control entities (&,>,< etc.) and some others (section, paragraph, copyright, trademark, etc.).  The syntax for any entities required is the same.

2. The schema imports several namespaces, including PII, XLINK and XML. XLINK and XML are used by the LOC and their copies should work as well as the W3C's originals.  The PII Namespace is PURL redirects (Just like Dublin Core).  It that is too public for you, the only purpose of the PII tags, in conjunction with the CC Licenses is to define a target audience, not assert content.  The wrapper is All Rights Reserved.  Sure Wikis leak, but this file is not fair game for premature deconstruction to RDF by Search Engines or Data Journalists (Except you Brand :-/).  It would be nice to get Agency IG's to weigh in on this.

[1] For my web host does not serve ".xsd" files as XML but rather as quirky HTML.  So I remaned the schema file ".xml" to make it pretty in browsers.  It makes no difference for validation.

There seem to multiple GSA activities doing the same thing, so why not join forces especially since you (Jeanne) work for GSA that does both Data.gov and this?
