Omar, JP, and Kathy, the xml.gov site seems to be down for maintenance, so I
can't get at the StratML forms right how. However, as soon as time and
circumstances permit, I plan to render the GARP in StratML format so that
the principles become goals against which the performance of agencies can be
assessed and reported to stakeholders on the Web.
