One could also say that it refrained from reinventing the wheel :-)
But indeed, now we are stuck with a specification that is not likely to be updated -- or could it?

@afs, wow, I didn't know about that one. Thanks for the reference. However, I am not sure this really solves the issue here:
* I am not sure how widely it is implemented (my intuition says: "less that `xsd:decimal`)
* It comes with a lot of additional features compared to `xsd:decimal` (precision, infinite values, NaN) that are not necessarily relevant here
