I think the main point in recommending the use of FOAF since the first version of DCAT was that DCTERMS does not provide specific terms for describing agents. To my knowledge, the use of FOAF in DCAT is not causing issues - maybe with one exception, i.e., that FOAF does not provide terms to specify relationships between agents of the type affiliation, sub-organisation, and similar. The cases I'm aware of address this gap by using the W3C Organization Ontology to complement FOAF.
