The issue may not be the Agent term itself but the [the context](https://w3c.github.io/dxwg/dcat/#Property:resource_creator) in which it is used. The DCAT editors draft gives `dcterms:creator` a range of `foaf:agent`, whereas `dcterms:creator` is [already defined](https://www.dublincore.org/specifications/dublin-core/dcmi-terms/#http://purl.org/dc/terms/creator) with a `rangeIncludes` of `dcterms:Agent`. Ditto `dcterms:publisher`.
