In Flanders this discussion has resulted in the following rough guideline: A Data Service is smart access to one or more Datasets, where the access to the data can be manipulated by the user. A Distribution of a Dataset is a way to access the data without any user interaction. The user can obtain the complete data as described by the Dataset by a sequences of connected paginated requests.
