Going back to the original premise of this issue, I would answer NO. 
That level of detail is beyond the scope of DCAT. 
It might be provided in an _extension_, developed by a community with a specific interest and expertise in documenting RDBMS APIs, but not in 'core' DCAT. 

My opinion of course.
