@aisaac I think we refer to external terms as those not included in the vocabulary specification, [section 6](https://w3c.github.io/dxwg/dcat/#vocabulary-specification). If the other editors (@andrea-perego, @dr-shorthair, @pwin, @davebrowning, @agbeltran ) agree on my interpretation, One option would be replacing "the DCAT namespace itself" with "DCAT vocabulary specification". > conformance to DCAT (ยง 4.
