I'm concerned about changes to the document that would be more than editorial. Moving a section in the document is editorial. I'm not sure if other changes to the text are editorial. Remember that the group is reviewing what is supposedly a "frozen" document, which will be voted yes/no to go to CR. At this point I feel like we need a chat with Philippe. (Did the Conneg group ever meet with him?)
