I think this is a useful way to think about the natures of datasets. Dodds points out the similarity to user personas in design work, which provide a way to think through requirements and ensure that very different types of users get considered. In developing personas, we drop out one of any pair that end up giving the same requirements. Of course, the requirements list will be different for different types of work, so the things one might drop out in addressing, say, the needs of a new ontology would be different from what one would drop out in developing best practices for data sharing. I think there are other aspects of datasets that could be addressed by including other lines of differentiation, such as whether or not a dataset contains information that requires safeguarding for privacy reasons, or what level of funding the dataset builders have at their disposal. Dodds alludes to these issues in the introduction but doesn't seem to develop dataset types that address them.
