wow... there has never been any suggestion that some concept of partial conformance to a specification was a meaningful concept. you can't be conformant to a term - you may conform to constraints related to a term - but if you violate some of these you are not conformant to the specification. All the Use Cases proposed assume conformance is an absolute concept since they do not define any form of partial conformance.
