@agreiner Line 2116 should stay. `dct:type` is used in several of the examples [1][2] As mentioned in the accompanying text and several times by @andrea-perego, INSPIRE provides a typology of service-types [3]. These have been used in service descriptions appearing in catalogs for several years now. It is appropriate that we provide guidance on a standard way to do this. Furthermore, this is merely a scope note, and the recommendation is couched in non-normative terms.
