Yes, the 'meets certain requirements' bit is the catch. Going back to the [1-5 points in a previous comment](https://github.com/w3c/dxwg/issues/802#issuecomment-470227981), those requirements would have to be asserted in the specification for the profile and any base specifications for that profile. If there are no requirements asserted by those specifications, then there isn't anything to conform to, in which case 'profileOf' has no testable implications.
