PROF and relation to DCAT

At the meeting yesterday Nick mentioned that there were thoughts of
giving PROF a specific relationship to DCAT through subclassing. This is
an interesting possibility, and it needs to be brought to the group for
a decision. Note that this could affect the profiles guidance
deliverable*, which is being conceived as unrelated to DCAT. Therefore
the group needs a clear explanation of the proposal (when it is ready)
so that we can consider all of the ramifications and reach consensus on
whether this is desirable.

Note that this may be a significant change as PROF has not previously
been defined as having a formal relationship with DCAT.

Nick and Rob - I'll make this an action on Rob (because actions only
seem to work with one person's name).

* I dont' know if this has an affect on conneg, but that should also be
