[dxwg] Links in 'Participate' header not working (#714)

davebrowning has just created a new issue for https://github.com/w3c/dxwg:

Links to github in the editors drafts (section after title above the abstract) don't work properly/give 404s for profile guidance and profiles ontology.

Value for github variable in config.js needs to be "https://github.com/w3c/dxwg/" (at least that worked for DCAT).  

(Profile negotiation looks okay)
